I think of a nation as an MMO, full of griefers and scammers and asshole GM's, and my goal as a citizen is to promote changes to policy and gameplay that will make everyone's experience pleasant, productive, and most of all FAIR. In game design you influence the players solely through the design of the system and the cause-and-effect chain of events that their actions start, so that a well-designed system produces happy and productive players. A governmental system operates the same way, except that the GM's are elected from the body of the players. Of course, to get elected you have to be in a huge Guild, with loads of gold from exploiting Chinese farmers and all the Epic Tier 3 armor sets from the endgame raid dungeons."
